General Membership Qualifications

General membership qualifications require all CBRAC members to reside in (or represent a participating entity within) TSA-U.

Hospital, Pre-Hospital, First Responder Organization, or Private Individual within our region will be allowed to attend CBRAC Meetings. Benefits of voting privileges are available to members with “Active Participation” as defined in the CBRAC Bylaws, Article II, Section 3.

Voting Membership Qualifications
  • Voting members will be at least 18 years of age, in good standing, and consist of the following:
    • A participating representative from each hospital campus located in TSA-U
    • A participating representative from each licensed EMS agency providing services with an operating base/station located within TSA-U.
    • A participating representative from non-hospital based free standing emergency departments.
    • Any physician participating in the CBRAC who meets membership requirements.
  • Each member organization will identify a designated voting individual in writing to the CBRAC Executive Director, Executive Assistant, and Board Secretary. The voting individual must be employed at the hospital campus or for the agency they represent.
  • If the designated voting member is absent from an election meeting they may provide a written proxy to the CBRAC Executive Director, Executive Assistant, and Board Secretary prior to the meeting being called to order. Proxy will be from the same facility or agency.
  • Each participating voting member in good standing shall be allowed one vote, by proxy or in person.
Participation Requirements

Annual requirements (September 1st – August 31st) for active participation in the CBRAC Membership are:

  • All members are required to attend four of the six bi-monthly general membership meetings. General membership meetings are held during the following months of each year:
    • September
    • November
    • January
    • March
    • May
    • July
  • All members are required to participate in a committee.
    • New members will join a standing committee within 30 days of becoming a member.
    • All committee members are required to attend four of the six standing committee meetings.
  • EMS members must submit an annual written affirmation acknowledging utilization of CBRAC protocols.
  • Participation by members in the CBRAC Performance Improvement (PI) process, requires submission of requested data.
  • Members shall cooperate in submitting to CBRAC all financial statements, invoices, and inventory that may be required by CBRAC for compliance with grant requirements or sound financial practices in accordance with the timelines established by the CBRAC Board or DSHS.
  • Members shall submit a completed Needs Assessment to the CBRAC staff, annually.
  • Each EMS agency, hospital campus, free standing emergency department campus, or individual member must pay the appropriate annual dues.
    • See Table Below
    • The Board of Directors may change the amount of the membership dues.
    • Members whose dues are delinquent will lose their privileges until all delinquent dues are paid-in-full.
  • Reinstatement for non-participation:
    • A former member will be required by the Board of Directors to submit a written request for reinstatement into the Organization.
    • The Board may reinstate members, on any reasonable terms that the Board deems appropriate.

Dues Structure

Annual Dues will remain in place until changed by the CBRAC Board of Directors.
